Resumo

The U.S. Nuclear Regulatory Commission (NRC, the Commission) is considering issuance of an amendment to Facility Operating License No. DPR-82, issued to Pacific Gas and Electric Company (PG&E, the licensee), for operation of the Diablo Canyon Nuclear Power Plant (Diablo Canyon), Unit 2. The proposed amendment would revise Technical Specification (TS) 3.7.8, "Auxiliary Saltwater (ASW) System," Condition A note to allow a one-time Completion Time (CT) of 144 hours to replace the ASW Pump 2-2 motor during Cycle 24. The proposed amendment is being requested under exigent circumstances pursuant to NRC regulations.

STP Nuclear Operating Company; South Texas Project, Unit 1; License Amendment Application

The U.S. Nuclear Regulatory Commission (NRC, the Commission) is considering issuance of an amendment to Renewed Facility Operating License No. NPF-76, issued to STP Nuclear Operating Company (STPNOC); Constellation South Texas, LLC; City Public Service Board of San Antonio; and City of Austin, Texas, for operation of South Texas Project, Unit 1 (STP). The proposed license amendment would, if granted, make a one-time exigent change to the technical specifications (TS) to extend the allowed outage time (AOT) for TS 3.7.1.7, "Main Feedwater System". This proposed amendment is being requested to facilitate repairs to the Unit 1 train D main feedwater isolation valve (MFIV). This proposed amendment is being requested under exigent circumstances pursuant to NRC regulations.

(Dominion Energy), Virginia Electric and Power Company (VEPCO), Dominion Energy Nuclear Connecticut (DENC), and Dominion Energy South Carolina, Inc. (DESC) (collectively the Applicants) on July 15, 2026. The application seeks NRC approval of the indirect transfer of the facility operating licenses, materials licenses, and general licenses for Surry Power Station, Unit Nos. 1 and 2 (Surry); North Anna Power Station, Unit Nos. 1 and 2 (North Anna); Virgil C. Summer Nuclear Station, Unit 1 (V.C. Summer); and Millstone Power Station, Units 1, 2, & 3 (Millstone); as well as the combined license for North Anna Unit 3; and the North Anna Early Site Permit. Southern Nuclear Operating Company; Vogtle Electric Generating Plant Units 1 & 2; Independent Spent Fuel Storage Installation; Exemption

The U.S. Nuclear Regulatory Commission (NRC) has issued a one- time exemption to Southern Nuclear Operating Company (SNC), authorizing Vogtle Electric Generating Plant Units 1 and 2 (Vogtle 1 and 2) to retain a single Neutron Source Assembly (NSA) in its current storage cell within a multi-purpose canister ((MPC-32), serial number MPC-707) at the Vogtle Independent Spent Fuel Storage Installation, in a manner that is inconsistent with the loading restrictions specified in Certificate of Compliance (CoC) No. 1014, Amendment 11, for the HI- STORM 100S Version B dry storage system. The exemption allows the NSA to remain in a peripheral basket cell, contrary to Appendix B, Table 2.1-1, which restricts NSA containing assemblies to designated interior cells. The NRC's determination is based on SNC's safety evaluation and supporting analyses demonstrating that the configuration continues to meet applicable safety requirements for criticality control, shielding, thermal performance, structural integrity, and confinement.

Pursuant to section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration (NSHC), notwithstanding the pendency before the Commission of a request for a hearing from any person.

Perma-Fix Northwest Richland, Inc.; Export License Amendment Application

The U.S. Nuclear Regulatory Commission (NRC) is considering approval of an export application, received on June 17, 2026, from Perma-Fix Northwest Richland, Inc. (Perma-Fix). In the application, Perma-Fix seeks to amend and renew existing license, XW025, authorizing the export of radioactive waste to Italy. The NRC is providing notice of the opportunity to comment, request a hearing, and petition for leave to intervene on Perma-Fix's application. This action will renew the existing export license for an additional 5 years to expire on May 31, 2031, and amend the existing export license to increase the total volume of waste from 10,000 kilograms (Kgs) to 30,000 Kgs. kilograms.
