Notice of Determinations and Request for Comments Concerning Actions in Section 301 Investigations of Acts, Policies, and Practices of Various Economies Related to the Failure To Impose and Effectively Enforce a Prohibition on the Importation of Goods Produced With Forced Labor

On March 12, 2026, the United States Trade Representative (Trade Representative) initiated 60 investigations related to the failure of various economies to impose and effectively enforce a prohibition on the importation of goods produced with forced labor. The Trade Representative has determined that 54 of the investigated economies have failed to impose and effectively enforce a forced labor import prohibition. The Trade Representative has determined that six of the investigated economies have failed to effectively enforce a forced labor import prohibition. The Trade Representative has determined that the failure of each of the investigated economies to impose and effectively enforce a force labor import prohibition is unreasonable and burdens or restricts U.S. commerce. As a result of the findings in each investigation, the Trade Representative proposes that appropriate action includes additional duties on all products of the investigated economies, except as provided in Annex A to this Notice. Notice of Actions in Section 301 Investigations of Acts, Policies, and Practices of Various Economies Related to the Failure of Each Economy To Impose and Effectively Enforce a Prohibition on the Importation of Goods Produced With Forced Labor

The United States Trade Representative (Trade Representative) has determined under Section 301(b) and Section 304(a) of the Trade Act of 1974, as amended (Trade Act), that in each of 60 investigations, certain of the acts, policies, and practices of the economy at issue are actionable and that action by the United States is appropriate. In accordance with the specific direction of the President, the Trade Representative is taking actions in each of these investigations by imposing tariffs on all products of the investigated economy, with certain exemptions as provided in Annexes I and II to this notice (Notice). Initiation of Section 301 Investigation and Request for Public Comments: Vietnam's Acts, Policies, and Practices Related to Intellectual Property Protection and Enforcement

Pursuant to section 182(a)(2) of the Trade Act of 1974, as amended (Trade Act), the U.S. Trade Representative (Trade Representative) identified Vietnam as a priority foreign country due to Vietnam's denial of adequate and effective protection of intellectual property (IP) rights and its denial of fair and equitable market access to persons that rely on IP protection. Pursuant to section 302(b)(2) of the Trade Act, the Trade Representative is initiating a Section 301 investigation of the acts, policies, and practices of the Government of Vietnam related to IP protection and enforcement that resulted in the identification of Vietnam as a priority foreign country. The Office of the U.S. Trade Representative (USTR) proposes to determine that these acts, policies, and practices are actionable under section 301(b). Initiation of Section 301 Investigations: Acts, Policies, and Practices of Certain Economies Relating to Structural Excess Capacity and Production in Manufacturing Sectors

The United States Trade Representative (Trade Representative) has initiated investigations under Section 301 of the Trade Act of 1974 regarding the acts, policies, and practices of certain economies relating to structural excess capacity and production in certain manufacturing sectors. Key trading partners have developed production capacity untethered from the incentives of domestic and global demand. This excess capacity leads to, among others, overproduction and large or persistent trade surpluses, as well as underutilized and unused capacity, in manufacturing sectors. These investigations will focus on economies that appear to exhibit structural excess capacity and production in various manufacturing sectors, such as through large or persistent trade surpluses or underutilized or unused capacity: China, the European Union (EU), Singapore, Switzerland, Norway, Indonesia, Malaysia, Cambodia, Thailand, Korea, Vietnam, Taiwan, Bangladesh, Mexico, Japan, and India.
