Yokohama Tire Corporation, (YTC),\1\ replacement tires for passenger cars, manufactured between December 2, 2007, and September 19, 2009, failed to comply with paragraph S5.5.1(b) of Federal Motor Vehicle Safety Standard (FMVSS) No. 139, New Pneumatic Radial Tires for Light Vehicles.
