Leasing of Sulphur or Oil and Gas in the Outer Continental Shelf-Definition of Affected State

This proposed rule would eliminate the definition of "Affected State" from Subpart B, the Oil and Gas Leasing Program. This would mean that the definition of "Affected State" in Subpart A would apply and would eliminate the need for unaffected coastal States to participate in the preparation of a 5-year program.
