The Food and Drug Administration (FDA) is announcing the availability of a draft rule that would provide that animal protein derived from mammalian tissues is a food additive subject to certain provisions in the Federal Food, Drug, and Cosmetic Act. The agency is making this draft available because of the complex scientific and regulatory issues involved regarding transmissible spongiform encephalopathies and ruminant feeds. The agency invites the public to submit comments with questions and concerns about the draft.
