Resumo
This proposed rule would revise Onshore Oil and Gas Order No. 4 originally issued February 24, 1989 (54 FR 8086), and made effective August 23, 1989. This proposed revision would reorganize the Order to make it more logical in sequence, remove unnecessary provisions, resolve internal inconsistencies identified in the Order, and amend or clarify certain provisions. These changes are based on more than 4 years of experience in implementing the Order, and on suggestions from the public and internal personnel.
