Connection of Customer-Provided Terminal Equipment to the Telephone Network

Resumo

This Notice of Proposed Rulemaking (NPRM) proposes to amend rules which regulate the terms and conditions under which customer- provided terminal equipment may be connected to the telephone network. The proceeding was initiated by petitions for rulemaking filed by Southwestern Bell Telephone Company (SWB) and Ameritech Operating Companies (Ameritech) who ask that regulations governing switched digital services be added. The effect of the proposed rules would be to promote rapid exploitation of switched digital technology. We propose also to provide for a registration revocation procedure which should greatly enhance our ability to enforce applicable rules as well as the Telecommunications Trade Act of 1988; and we take this opportunity to propose clarifications to other rules.

Television Broadcasting Services St. George, Utah

This document proposes to amend the Table of TV Allotments (Table) of the Federal Communications Commission's (Commission) rules in response to a petition for rulemaking filed by KUTV Licensee, LLC (Licensee), the Licensee of full service television station KMYU(TV) (KMYU or Station), St. George, Utah (St. George). The Licensee applied for a construction permit (CP) to construct a facility on UHF channel 21 at St. George, which remains pending, and now requests that the Bureau substitute VHF channel 9 for UHF channel 21 in the Table with technical parameters set forth in KMYU's current license. The Media Bureau previously granted a petition for rulemaking submitted by the Licensee to substitute UHF channel 21 for VHF channel 9 at St. George. The Licensee later filed an application for a CP for its new channel, however, under further consideration and restraints, wishes to abandon its plans to modify its license for KMYU to operate on channel 21, and proposes to continue to operate on VHF channel 9 and specify the technical parameters of its currently licensed VHF channel 9 facility. Privacy Act System of Records

The Federal Communications Commission (FCC, Commission, or Agency) proposes to modify an existing system of records, FCC/CGB-1, Informal Complaints, Inquiries, and Requests for Dispute Assistance, subject to the Privacy Act of 1974, as amended. This action is necessary to meet the requirements of the Privacy Act to publish in the Federal Register notice of the existence and character of records maintained by the agency. The Commission uses records in this system to handle and process informal complaints, inquiries, and requests for dispute assistance received from individuals, groups, and other entities. This modification makes various necessary changes and updates to accommodate new uses of the system to share certain anonymized or de-identified complaint data with the Federal Trade Commission's (FTC) Consumer Sentinel Network.

Telecommunications Relay Service ASCII Format Requirement

In this document, the Federal Communications Commission (Commission) amends its rules to eliminate the requirement that Text Telephone (TTY)-based Telecommunications Relay Services (TRS) be capable of communicating in the American Standard Code for Information Interchange (ASCII) format. By removing this outdated regulatory mandate, the Commission relieves TRS providers of the obligation to maintain costly and obsolete ASCII-compatible hardware and software systems. Eliminating this requirement will reduce inefficiencies, preserve the integrity of the TRS Fund, and allow providers to redirect resources toward modern relay technologies, all without adversely impacting functional equivalence for consumers who rely on TTY-based TRS.

Improving the Effectiveness of the Robocall Mitigation Database; Call Authentication Trust Anchor; Advanced Methods To Target and Eliminate Unlawful Robocalls

In this document, the Federal Communications Commission (Commission) proposes steps to strengthen the reliability, integrity, and effectiveness of the Robocall Mitigation Database (RMD or Database) as a core component of its illegal-call prevention framework. The Commission proposed measures aim to ensure that RMD filings are accurate, complete, and current, and to safeguard the Database so that only legitimate, transparent, and accountable providers may enter or remain listed. Specifically, the Commission proposes and seeks comment on measures to clarify which entities are required to file in the RMD, enhance the accuracy and completeness of submitted information, and specify which portions of filings may be publicly disclosed. Additionally, the Commission proposes and seeks comment on new tools to prevent bad actors and noncompliant providers from accessing or remaining in the RMD, including strengthened screening procedures for new filers, improved mechanisms for identifying noncompliant providers, expedited removal processes, and safeguards to prevent unauthorized re- entry into the Database.

Comment Sought on Prohibiting the Importation and Marketing of Certain Covered UAS and UAS Critical Components and Equipment Listed in Section 1709 of FY2025 NDAA

In this document, the Public Safety and Homeland Security Bureau (PSHSB) and the Office of Engineering and Technology (OET) seek comment on proposing to prohibit the continued importation and marketing of certain previously authorized equipment that has been determined to pose an unacceptable risk to the national security of the United States and to the safety and security of United States persons. Through this Public Notice, PSHSB and OET propose to apply such prohibitions to certain previously-authorized foreign-produced uncrewed aircraft systems (UAS) and UAS critical components, and certain communications and video surveillance equipment listed in section 1709 of the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 (FY2025 NDAA), added to the Covered List in December 2025.

Unified Agenda of Federal Regulatory and Deregulatory Actions-2026

Executive Order 12866, Regulatory Planning and Review (Sep. 30, 1993), requires each agency to publish a regulatory agenda (Agenda) of regulations under development or review during the next year which will be included in the Unified Agenda of Regulatory and Deregulatory Actions (Unified Agenda). 58 FR 51735 (Oct. 4, 1993). The Agenda required by Executive Order 12866 must include all regulations the agency expects to develop or review during the next 12 months, regardless of whether they may have a significant economic impact on a substantial number of small entities. Executive Order 12866 provides that agencies may combine this agenda with the regulatory flexibility agenda required under the RFA. To help keep the public informed of significant rulemaking proceedings and meet its obligations under the RFA and Executive Order 12866, the Commission has prepared Agenda entries providing a brief description and summary of each regulatory activity that is currently planned for the 12 months, subject to revision, including the objectives and legal basis for each, and the name and telephone number of an agency official who is knowledgeable about items in the agenda.
