The Office of the United States Trade Representative ("USTR") is providing notice that on February 11, 2011, the United States requested the establishment of a dispute settlement panel under the Marrakesh Agreement Establishing the World Trade Organization ("WTO Agreement") with the People's Republic of China ("China") concerning countervailing and anti-dumping duties on Grain Oriented Flat-rolled Electrical Steel ("GOES") from the United States.
