In this document, the Federal Communications Commission (Commission) grants the section 271 application of Southwestern Bell Telephone Company (SWBT) for authority to enter the interLATA telecommunications market in the States of Arkansas and Missouri. The Commission grants SWBT's application based on our conclusion that Southwestern Bell satisfies all of the statutory requirements established by Congress in section 271 of the Communications Act.
