Streszczenie

These special conditions are issued to Carpenter Avionics, Inc., 624-B Fitzhugh Blvd., Smyrna Airport, Smyrna, Tennessee 37167, for a Supplemental Type Certificate for the Piper Cheyenne PA-31T2 airplane. This airplane will have novel and unusual design features when compared to the state of technology envisaged in the applicable airworthiness standards. These novel and unusual design features include the installation of electronic flight instrument system (EFIS) displays for which the applicable regulations do not contain adequate or appropriate airworthiness standards for the protection of these systems from the effects of high intensity radiated fields (HIRF). These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to the airworthiness standards applicable to these airplanes.

First Student, Inc.-Acquisition of Control-Autumn Transportation Inc. and Ambassador Wheelchair Services, Inc.

On August 4, 2026, First Student, Inc. (First Student), a noncarrier, filed an application seeking Board approval to acquire control of Autumn Transportation Inc. (Autumn) and Ambassador Wheelchair Services, Inc. (Ambassador) (collectively, the Target Carriers), through First Student's acquisition of all of the issued and outstanding capital stock of each entity. On September 23, 2026, EQT Infrastructure V Collect EUR SCSp and EQT Infrastructure V Collect USD SCSp, each a noncarrier acting by its manager EQT Fund Management S.[agrave] r.l., (collectively, EQT or the EQT Entities), filed a supplement to join First Student's application (EQT Supplement). First Student and EQT will be collectively referred to as Applicants. Also on September 23, 2026, First Student filed a supplement addressing the competitive conditions in the geographic area served by the Target Carriers (Competition Supplement). The Board is tentatively approving and authorizing the proposed acquisition of control. If no opposing comments are timely filed, this notice will be the final Board action.

Notice of Intent To Prepare a Supplemental Environmental Impact Statement for the Sentinel Deployment and Minuteman III Decommissioning and Disposal

The Department of the Air Force (DAF) is issuing this notice to prepare a Supplemental Environmental Impact Statement (SEIS) to the Environmental Impact Statement for Sentinel (Ground Based Strategic Deterrent (GBSD) Program Deployment and Minuteman III Decommissioning and Disposal (2023 EIS) and the May 2023 Record of Decision (ROD) which documented DAF's decision regarding sequential replacement of all land- based Minuteman III (MMIII) intercontinental ballistic missiles (ICBM) in the United States with a technologically advanced Sentinel ICBM system on base at Francis Emroy Warren Air Force Base (AFB) (FE Warren) in Wyoming, Malmstrom AFB (Malmstrom) in Montana, and Minot AFB (Minot) in North Dakota and in the missile fields across five states. The SEIS will analyze potential environmental impacts associated with changes to the Proposed Action analyzed in the 2023 EIS. The "Sentinel Weapon System Program" ("Sentinel Program" from this point forward) addressed in the 2023 EIS and the May 2023 ROD was formerly known as the "GBSD." This SEIS is being prepared in accordance with the National Environmental Policy Act of 1969 (NEPA) (42 United States Code 4321 et seq.), as amended by

Withdrawal of Notice of Intent (NOI) To Prepare a Draft Environmental Impact Statement (DEIS) Mississippi River and Tributaries-Morganza, Louisiana to the Gulf of Mexico Hurricane Protection-Houma Navigation Canal General Re-Evaluation

The U.S. Army Corps of Engineers (USACE) is issuing this notice to advise Federal, State, and local governmental agencies and the public that USACE is withdrawing the notice of intent for the preparation of the DEIS pursuant to Energy and Water Development Appropriation Act of 1995 (Pub. L. 103-316) for the Mississippi River and Tributaries-Morganza, Louisiana to the Gulf of Mexico Hurricane Protection-Houma Navigation Canal Deepening (HNCD) General Re- Evaluation which was published in the Federal Register on May 23, 2003. Since publication of the NOI, the project authority has changed; HNCD was conditionally authorized under Section 403 of the Water Resources Development Act (WRDA) of 2020. Additionally, the USACE has since determined that an Environmental Assessment (EA) rather than an Environmental Impact Statement (EIS) is the appropriate level of environmental documentation.
