Notice is hereby given that the Department of State has issued a Presidential Permit to Cox Communications, Incorporated to construct, operate and maintain an international underground tunnel at the international boundary between the United States and Mexico. The permit was issued August 31, 1999, pursuant to Executive Order 11423 of August 16, 1968, as amended by Executive Order 12847 of May 17, 1993.
