In accordance with the Privacy Act, (5 U.S.C. 552a(e)(4)) this notice describes a revision to the character of the United States Information Agency's (``USIA'') systems of records upon the consolidation of USIA and the Department of State as mandated by the Foreign Affairs Agencies Consolidation Act of 1998.
