In a second notice published August 9, 1995 (60 FR 40545), the Coast Guard reopened and extended the comment period until November 7, 1995. This notice announces the availability of a report published by the Propeller Guard Subcommittee of the National Boating Safety Advisory Council (NBSAC) dated November 7, 1989.
