This interim rule sets forth the requirements and procedures that govern the Department's Pre-Foreclosure Sale (PFS) Procedure beginning in Federal fiscal year 1995 (October 1, 1994 through September 30, 1995). The requirements and procedures contained in this interim rule are based on the Pre-Foreclosure Sale Demonstration Program established by a notice published in the Federal Register. This interim rule takes into consideration the public comments received on that notice. It also incorporates changes in the PFS requirements and procedures based on the experience of the Department under the Demonstration.
