This rule finalizes without change an interim final rule that relaxed the handling requirements which permit handlers to increase shipments of gift packages of Florida citrus fruit to individuals and distributors, under specific conditions. This rule will enable handlers to ship greater quantities of gift fruit to meet market needs.
