Pursuant to section 751(b) of the Tariff Act of 1930, as amended ("the Act"), and 19 CFR 351.216 and 351.221(c)(3), the Department of Commerce (the "Department") is initiating a changed circumstances review of the antidumping duty order on stainless steel plate in coils ("SSPC") from Belgium with respect to Aperam Stainless Belgium N.V.
