NMFS has received a request from Venoco, Inc. for an authorization to take small numbers of marine mammals by harassment incidental to repairs at the Carpinteria Oil and Gas Processing Facility in Carpinteria, CA. Under the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to authorize Venoco to incidentally take, by harassment, small numbers of Pacific harbor seals (Phoca vitulina richardsi) from November 1, 2001, through November 1, 2002.
