The U.S. Government is seeking letters of interest for private sector membership on the U.S. side of the U.S.-Japan Private Sector/ Government Commission (Commission) for 2003. President Bush and Japanese Prime Minister Koizumi launched the Commission in June 2001 as part of the U.S.-Japan Economic Partnership for Growth (Partnership). The Commission held its inaugural annual meeting in Japan in May 2002. It is expected that the next meeting will be held in Washington, DC in the spring of 2003 on the topic of "Successfully Meeting Economic Challenges in the 21st Century."

Request for Comments and Public Hearing About the Administration's Action Following a Determination of Import Injury With Regard to Quartz Surface Products (QSP)

On April 1, 2026, the United States International Trade Commission (USITC) determined that quartz surface products (QSP) are being imported into the United States in such increased quantities as to be a substantial cause of serious injury, or the threat thereof, to the domestic industry producing an article that is like or directly competitive with the imported article. The Commissioners who voted in the affirmative are now conducting a process to recommend a safeguard measure for the President. The Office of the United States Trade Representative (USTR), on behalf of the Trade Policy Staff Committee (TPSC), is announcing a process so that, once the USITC makes its recommendation and issues its report to the President, domestic producers, importers, exporters, and other interested parties subsequently may submit their views and evidence on the appropriateness of the recommended safeguard measure. USTR also invites interested parties to participate in a public hearing regarding this matter.

Initiation of Section 301 Investigations: Acts, Policies, and Practices of Certain Economies Relating to Structural Excess Capacity and Production in Manufacturing Sectors

The United States Trade Representative (Trade Representative) has initiated investigations under Section 301 of the Trade Act of 1974 regarding the acts, policies, and practices of certain economies relating to structural excess capacity and production in certain manufacturing sectors. Key trading partners have developed production capacity untethered from the incentives of domestic and global demand. This excess capacity leads to, among others, overproduction and large or persistent trade surpluses, as well as underutilized and unused capacity, in manufacturing sectors. These investigations will focus on economies that appear to exhibit structural excess capacity and production in various manufacturing sectors, such as through large or persistent trade surpluses or underutilized or unused capacity: China, the European Union (EU), Singapore, Switzerland, Norway, Indonesia, Malaysia, Cambodia, Thailand, Korea, Vietnam, Taiwan, Bangladesh, Mexico, Japan, and India. Notice of Actions in Section 301 Investigations of Acts, Policies, and Practices of Various Economies Related to the Failure of Each Economy To Impose and Effectively Enforce a Prohibition on the Importation of Goods Produced With Forced Labor

The United States Trade Representative (Trade Representative) has determined under Section 301(b) and Section 304(a) of the Trade Act of 1974, as amended (Trade Act), that in each of 60 investigations, certain of the acts, policies, and practices of the economy at issue are actionable and that action by the United States is appropriate. In accordance with the specific direction of the President, the Trade Representative is taking actions in each of these investigations by imposing tariffs on all products of the investigated economy, with certain exemptions as provided in Annexes I and II to this notice (Notice). Consistent with the specific direction of the President, for an economy that imposes a forced labor import prohibition, has committed to impose and enforce such a prohibition through an Agreement on Reciprocal Trade (ART), or has imposed a partial regime with the effect of preventing the importation of certain forced labor goods, the Trade Representative has determined 10 percent is the appropriate rate of Section 301 duties, with specific economies subject to a 10 percent rate net of a product's most-favored-nation (MFN) duty. Request for Comments and Notice of Public Hearing Concerning the Annual Review of Country Eligibility for Benefits Under the African Growth and Opportunity Act for Calendar Year 2027

USTR is announcing the initiation of its 26th annual review of the eligibility of sub-Saharan African countries to receive the benefits of the current African Growth and Opportunity Act (AGOA), if reauthorized, for calendar year 2027. USTR is requesting written comments for this review and will conduct a public hearing on this matter. In developing its recommendations on AGOA country eligibility for calendar year 2027, USTR, in coordination with the AGOA Implementation Subcommittee of the Trade Policy Staff Committee (AGOA TPSC Subcommittee), will consider written comments, written testimony, and oral testimony.
