NMFS proposes 1999 harvest specifications, reserves, and apportionments, for groundfish; Pacific halibut prohibited species catch (PSC) limits; and associated management measures for the groundfish fishery of the Gulf of Alaska (GOA). This action is necessary to establish harvest limits and associated management measures for groundfish during the 1999 fishing year. The intended effect of this action is to conserve and manage the groundfish resources in the GOA and to provide an opportunity for public participation in the annual groundfish specification process.
