Access Charge Reform for Incumbent Local Exchange Carriers Subject to Rate-of-Return Regulation

By this Notice of Proposed Rulemaking (NPRM), the Commission commences a proceeding to reform access charge rules applicable to incumbent local exchange carriers (LECs) subject to rate-of-return regulation. The NPRM seeks comment on proposals to establish a transition to access charges that more closely reflect economic costs, with a goal of making our system of interstate access charges compatible with a competitive paradigm. Specifically, the Commission seeks comment on proposals to revise the switched access rate structure for rate-of-return LECs. The Commission also solicits comments on some additional issues relating to the regulation of interstate access services of rate-of-return LECs.
