On July 21, 1998, the Federal Communications Commission released a Notice of Proposed Rulemaking (NPRM) that proposed to eliminate, in toto, part 41 (Telephone and Telegraph Franks) of the Commission's rules. The NPRM, part of the Commission's 1998 biennial regulatory review, tentatively concludes that the development of competition among interstate and foreign telecommunications service providers renders these regulations unnecessary.
