The Office of Surface Mining Reclamation and Enforcement (OSM) of the United States Department of the Interior (DOI) seeks comments concerning the rule changes requested in a petition, submitted pursuant to the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act).
