This notice is to advise the public of the issuance of a Final Memorandum of Understanding (MOU) between the U.S. Nuclear Regulatory Commission (NRC) and the State of Kansas. The MOU provides the basis for mutually agreeable procedures whereby the State of Kansas may utilize the NRC Emergency Response Data System (ERDS) to receive data during an emergency at a commercial nuclear power plant in Kansas. Public comments were addressed in conjunction with the MOU with the State of Michigan published in the Federal Register Vol. 57, No. 28, February 11, 1992.

STP Nuclear Operating Company; South Texas Project, Unit 1; License Amendment Application

The U.S. Nuclear Regulatory Commission (NRC, the Commission) is considering issuance of an amendment to Renewed Facility Operating License No. NPF-76, issued to STP Nuclear Operating Company (STPNOC); Constellation South Texas, LLC; City Public Service Board of San Antonio; and City of Austin, Texas, for operation of South Texas Project, Unit 1 (STP). The proposed license amendment would, if granted, make a one-time exigent change to the technical specifications (TS) to extend the allowed outage time (AOT) for TS 3.7.1.7, "Main Feedwater System". This proposed amendment is being requested to facilitate repairs to the Unit 1 train D main feedwater isolation valve (MFIV). This proposed amendment is being requested under exigent circumstances pursuant to NRC regulations.

Draft Interim Staff Guidance: Evaluations of Risk Assessments for Risk-Informed Decision-Making for Regulatory Applications

The U.S. Nuclear Regulatory Commission (NRC) is soliciting public comment on its draft Interim Staff Guidance (ISG), OAR/DARP-ISG- 2026-XX, "Evaluations of Risk Assessments for Risk-Informed Decision- Making for Regulatory Applications." If finalized, this ISG will provide guidance to the staff for reviewing systematic risk assessment methods, including probabilistic risk assessments (PRAs) and other systematic risk evaluations (SREs). This ISG will supplement existing guidance to facilitate the staff's understanding of the uses of risk information in regulatory applications and application of principles of risk-informed decision-making.

SMR, LLC; Palisades SMR, LLC; Pioneer Units 1 and 2; Exemption

The U.S. Nuclear Regulatory Commission (NRC) has issued an exemption in response to a request dated December 31, 2025, from SMR, LLC, on behalf of Palisades SMR, LLC, a wholly-owned subsidiary of Holtec International (collectively, Holtec) for approval to allow construction of permanent support of excavation walls prior to the issuance of a limited work authorization for Pioneer Units 1 and 2. The support of excavation walls will remain in place after construction is complete.

UniTech Services Group LLC; Export License Renewal Application

The U.S. Nuclear Regulatory Commission (NRC) is considering approval of an export application received on April 9, 2026, from UniTech Services Group LLC (UniTech). In the application, UniTech seeks to renew an existing license, XW023/01, authorizing the export of radioactive waste to Canada. The NRC is providing notice of the opportunity to comment, request a hearing, and petition for leave to intervene on UniTech's application. SMR, LLC; Palisades SMR, LLC; Pioneer Units 1 and 2; Environmental Assessment and Finding of No Significant Impact

The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) for an exemption requested by SMR, LLC on behalf of Palisades SMR, LLC (Palisades SMR), associated with certain excavation support activities for the proposed dual-unit SMR-300 plant, Pioneer Units 1 and 2, at the Palisades Energy Center in Covert, Michigan. Specifically, Palisades SMR is requesting an exemption, pursuant to NRC regulations, to allow for construction of support of excavation (SOE) walls during SMR-300 excavation and prior to issuance of a Limited Work Authorization (LWA), if approved. Based on the analyses presented in the EA, the NRC staff determined that there would be no significant environmental impacts associated with granting the requested exemption.

Arizona Public Service Company; Palo Verde Nuclear Generating Station, Units 1, 2, and 3; Indirect Transfer of Control of Licenses

The U.S. Nuclear Regulatory Commission (NRC, the Commission) is issuing an order approving the application dated April 24, 2026, filed by Arizona Public Service Company (APS), on behalf of Public Service Company of New Mexico (PNM), Troy ParentCo LLC (Troy ParentCo), and their corporate affiliates (together, Applicants). The application sought NRC consent to the indirect transfer of control of PNM's co- ownership of the Renewed Facility Operating License Nos. NPF-41, NPF- 51, and NPF-74 for the Palo Verde Nuclear Generating Station (Palo Verde), Units 1, 2, and 3, respectively, as well as the associated general license for the Palo Verde Independent Spent Fuel Storage Installation (ISFSI) (together, the facility). No physical changes or operational changes to the facility were proposed in the application.
