On August 6, 1998, the Federal Communications Commission adopted a Notice of Proposed Rulemaking (NPRM) to adopt significant changes to the Commission's International Settlements Policy (ISP) and associated rules. The changes in this policy are intended to promote greater competition and lower international calling prices.
