In accordance with the Privacy Act of 1974, as amended, the National Credit Union Administration (NCUA) is issuing public notice of its intent to modify the system of records maintained by the Office of Human Resources (OHR), NCUA-1, currently titled, ``Employee Security Investigations Containing Adverse Information, NCUA.'' The proposed modifications will: Rename the system ``Employee Suitability and Security Investigations Containing Adverse Information;'' change the system location to Office of Human Resources, NCUA, 1775 Duke Street, Alexandria, VA. 22314-3428; revise the routine uses of records; change the timeframe for retention and disposal of records; change the system manager and address to reflect NCUA's current address.

Request for Information Regarding Enhancing and Streamlining Data Collection From Credit Unions

The National Credit Union Administration (NCUA) is issuing this request for information (RFI) on opportunities to enhance and streamline NCUA's data collections. Specifically, this RFI covers data collected through the 5300 Call Report (Call Report), 5310 Corporate Credit Union Call Report (Corporate Call Report), and Form 4501A Profile (Profile). Through this RFI, the NCUA is soliciting feedback on the key challenges faced by federally insured credit unions (FICUs) as they use these reports and related systems, and any suggestions for improvement. Implementing the Guiding and Establishing National Innovation for U.S. Stablecoins Act for the Issuance of Stablecoins by Entities Subject to the Jurisdiction of the National Credit Union Administration

The NCUA Board (Board) is seeking comment on proposed regulations to implement portions of the Guiding and Establishing National Innovation for U.S. Stablecoins Act (GENIUS Act). The GENIUS Act charges the NCUA with licensing, regulating, and supervising Payment Stablecoin issuers that are subsidiaries of federally insured credit unions (FICU subsidiaries). In February 2026, the NCUA issued proposed regulations to govern investments in and licensing of permitted payment stablecoin issuers subject to the NCUA's jurisdiction. This current proposal supplements the previous proposal and would govern the issuance of Payment Stablecoins and certain related activities by entities subject to the NCUA's jurisdiction. This proposal would also make amendments to address share insurance coverage, tokenized shares, and other conforming and clarifying amendments.

Compensation in Connection With Loans to Members and Lines of Credit to Members

The NCUA Board (Board) is issuing for public comment a proposal to amend the NCUA's regulation that limits a federally insured credit union (FICU) official and employee compensation in connection with loans to members and lines of credit to members. These regulations have generated confusion and are unduly restrictive. To provide clearer and more flexible standards, the proposed rule would expressly permit incentive and bonuses to employees, including senior management, to incorporate lending metrics as part of compensation based on a credit union's overall financial performance.

Requirements for Insurance

The NCUA Board (Board) is amending its regulations that establish the requirements for obtaining and maintaining federal share insurance with the National Credit Union Share Insurance Fund (Share Insurance Fund). The provisions of this part apply to all federally insured credit unions (FICUs). The rule will reduce regulatory burden by eliminating unnecessary and redundant requirements related to disclosing when nonmember accounts are not covered by federal share insurance.
