The Food Safety and Inspection Service (FSIS) is announcing the availability of a preliminary report entitled ``Top-to-Bottom Review.'' The report, which consists of four volumes, contains analyses and options developed by teams of Agency employees who examined the Agency's future roles, resource allocation and organizational structure.
