概要

The USEPA is proposing to approve a State Implementation Plan (SIP) revision submitted by the State of Minnesota. This revision implements an oxygenated gasoline program in the Minneapolis-St. Paul Metropolitan Statistical Area (MSA), and the Duluth-Superior MSA. Both MSA's are required to implement an oxygenated gasoline program because of past violations of the carbon monoxide standard. This SIP revision was submitted to satisfy the requirement of section 211(m) of the Clean Air Act as amended by the Clean Air Act Amendments of 19909 (the Act), which requires all carbon monoxide nonattainment areas with a design value of 9.5 parts per million (ppm) or above based on 1988 and 1989 air quality monitoring data to implement an oxygenated gasoline program. The effect of this action is to propose approval of the oxygenated gasoline program. This action is being taken under section 110 of the Act.
