概要
This final regulation implements Section 7(a)(21) of the Small Business Act (``Act''), enacted on September 4, 1992. Under this final rule, SBA could make or guarantee loans to small business concerns which have been detrimentally affected by the closure or substantial reduction of a Department of Defense installation.
