In this document, the Wireless Telecommunications Bureau (WTB or Bureau) grants Anuvu Licensing Holdings, LLC's Petition for De Novo Review (Anuvu) and commences a hearing in connection with the 3.7-4.2 GHz Band (C-band) Transition Relocation Payment Clearinghouse's (RPC or clearinghouse) decision which denied Anuvu's cost reimbursement claims as they relate to its Raisting, Germany site. The issues designated for hearing are whether Anuvu met its burden of proof to demonstrate that the RPC erred in its finding that the claims were not compensable in- so-far as they relate to the Raisting site, which is located outside the United States; whether the RPC properly applied Commission guidance to the claims in question; and whether the disallowed amount of $960,694.35 should be reimbursed to Anuvu.

This document proposes to amend the Table of TV Allotments (Table) of the Federal Communications Commission's (Commission) rules in response to a petition for rulemaking filed by KUTV Licensee, LLC (Licensee), the Licensee of full service television station KMYU(TV) (KMYU or Station), St. George, Utah (St. George). The Licensee applied for a construction permit (CP) to construct a facility on UHF channel 21 at St. George, which remains pending, and now requests that the Bureau substitute VHF channel 9 for UHF channel 21 in the Table with technical parameters set forth in KMYU's current license. The Media Bureau previously granted a petition for rulemaking submitted by the Licensee to substitute UHF channel 21 for VHF channel 9 at St. George. The Licensee later filed an application for a CP for its new channel, however, under further consideration and restraints, wishes to abandon its plans to modify its license for KMYU to operate on channel 21, and proposes to continue to operate on VHF channel 9 and specify the technical parameters of its currently licensed VHF channel 9 facility. In this document, the Public Safety and Homeland Security Bureau (PSHSB) and the Office of Engineering and Technology (OET) seek comment on proposing to prohibit the continued importation and marketing of certain previously authorized equipment that has been determined to pose an unacceptable risk to the national security of the United States and to the safety and security of United States persons. Through this Public Notice, PSHSB and OET propose to apply such prohibitions to certain previously-authorized foreign-produced uncrewed aircraft systems (UAS) and UAS critical components, and certain communications and video surveillance equipment listed in section 1709 of the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 (FY2025 NDAA), added to the Covered List in December 2025.
