In a Federal Register Notice (67 FR 61932), dated October 2, 2002, the U.S. Nuclear Regulatory Commission (NRC) requested comments from members of the public concerning a series of "white papers" presented to the NRC by the Louisiana Energy Services (LES) addressing licensing issues for a gas centrifuge uranium enrichment facility to be located in the area of Hartsville, Trousdale County, Tennessee. The October 2, 2002, Federal Register Notice provided a 30-day comment period. As a result of comments made at an October 14, 2002, public information forum sponsored by Trousdale County, Tennessee, the Commission is extending the comment period to November 13, 2002.

STP Nuclear Operating Company; South Texas Project, Unit 1; License Amendment Application

The U.S. Nuclear Regulatory Commission (NRC, the Commission) is considering issuance of an amendment to Renewed Facility Operating License No. NPF-76, issued to STP Nuclear Operating Company (STPNOC); Constellation South Texas, LLC; City Public Service Board of San Antonio; and City of Austin, Texas, for operation of South Texas Project, Unit 1 (STP). The proposed license amendment would, if granted, make a one-time exigent change to the technical specifications (TS) to extend the allowed outage time (AOT) for TS 3.7.1.7, "Main Feedwater System". This proposed amendment is being requested to facilitate repairs to the Unit 1 train D main feedwater isolation valve (MFIV). This proposed amendment is being requested under exigent circumstances pursuant to NRC regulations.

Arizona Public Service Company; Palo Verde Nuclear Generating Station, Units 1, 2, and 3; Indirect Transfer of Control of Licenses

The U.S. Nuclear Regulatory Commission (NRC, the Commission) is issuing an order approving the application dated April 24, 2026, filed by Arizona Public Service Company (APS), on behalf of Public Service Company of New Mexico (PNM), Troy ParentCo LLC (Troy ParentCo), and their corporate affiliates (together, Applicants). The application sought NRC consent to the indirect transfer of control of PNM's co- ownership of the Renewed Facility Operating License Nos. NPF-41, NPF- 51, and NPF-74 for the Palo Verde Nuclear Generating Station (Palo Verde), Units 1, 2, and 3, respectively, as well as the associated general license for the Palo Verde Independent Spent Fuel Storage Installation (ISFSI) (together, the facility). No physical changes or operational changes to the facility were proposed in the application.

UniTech Services Group LLC; Export License Renewal Application

The U.S. Nuclear Regulatory Commission (NRC) is considering approval of an export application received on April 9, 2026, from UniTech Services Group LLC (UniTech). In the application, UniTech seeks to renew an existing license, XW023/01, authorizing the export of radioactive waste to Canada. The NRC is providing notice of the opportunity to comment, request a hearing, and petition for leave to intervene on UniTech's application. (DESC) (collectively the Applicants) on July 15, 2026. The application seeks NRC approval of the indirect transfer of the facility operating licenses, materials licenses, and general licenses for Surry Power Station, Unit Nos. 1 and 2 (Surry); North Anna Power Station, Unit Nos. 1 and 2 (North Anna); Virgil C. SMR, LLC; Palisades SMR, LLC; Pioneer Units 1 and 2; Environmental Assessment and Finding of No Significant Impact

The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) for an exemption requested by SMR, LLC on behalf of Palisades SMR, LLC (Palisades SMR), associated with certain excavation support activities for the proposed dual-unit SMR-300 plant, Pioneer Units 1 and 2, at the Palisades Energy Center in Covert, Michigan. Specifically, Palisades SMR is requesting an exemption, pursuant to NRC regulations, to allow for construction of support of excavation (SOE) walls during SMR-300 excavation and prior to issuance of a Limited Work Authorization (LWA), if approved. Based on the analyses presented in the EA, the NRC staff determined that there would be no significant environmental impacts associated with granting the requested exemption.

Robinson Steam Electric Plant, Unit 2; and Renewed Materials License No. SNM-2502 for the H.B. Robinson Steam Electric Plant, Unit 2 Independent Spent Fuel Storage Installation, currently held by DEP, to DEC and issuance of conforming license amendments.
