On May 29, 2001, the Department of Commerce ("the Department") published a notice of initiation of a changed circumstances review for a partial revocation of the antidumping duty order on tin mill products from Japan with respect to the merchandise described below at the request of Weirton Steel and the Independent Steelworkers Union, interested parties in this proceeding. See Certain Tin Mill Products from Japan: Notice of Initiation of Changed Circumstances Review of the Antidumping Duty Order, 66 FR 29086 (May 29, 2001). On August 8, 2001, the Department published the preliminary results of the changed circumstances review and preliminarily determined that several interested parties are interested in the maintenance of the order with respect to the merchandise described below, and that there was no reasonable basis to believe that changed circumstances sufficient to warrant revocation exist. Withdrawal of Notice of Intent (NOI) To Prepare a Draft Environmental Impact Statement (DEIS) Mississippi River and Tributaries-Morganza, Louisiana to the Gulf of Mexico Hurricane Protection-Houma Navigation Canal General Re-Evaluation

The U.S. Army Corps of Engineers (USACE) is issuing this notice to advise Federal, State, and local governmental agencies and the public that USACE is withdrawing the notice of intent for the preparation of the DEIS pursuant to Energy and Water Development Appropriation Act of 1995 (Pub. L. 103-316) for the Mississippi River and Tributaries-Morganza, Louisiana to the Gulf of Mexico Hurricane Protection-Houma Navigation Canal Deepening (HNCD) General Re- Evaluation which was published in the Federal Register on May 23, 2003. Since publication of the NOI, the project authority has changed; HNCD was conditionally authorized under Section 403 of the Water Resources Development Act (WRDA) of 2020. Additionally, the USACE has since determined that an Environmental Assessment (EA) rather than an Environmental Impact Statement (EIS) is the appropriate level of environmental documentation.

Notice of Intent To Prepare a Supplemental Environmental Impact Statement for the Sentinel Deployment and Minuteman III Decommissioning and Disposal

The Department of the Air Force (DAF) is issuing this notice to prepare a Supplemental Environmental Impact Statement (SEIS) to the Environmental Impact Statement for Sentinel (Ground Based Strategic Deterrent (GBSD) Program Deployment and Minuteman III Decommissioning and Disposal (2023 EIS) and the May 2023 Record of Decision (ROD) which documented DAF's decision regarding sequential replacement of all land- based Minuteman III (MMIII) intercontinental ballistic missiles (ICBM) in the United States with a technologically advanced Sentinel ICBM system on base at Francis Emroy Warren Air Force Base (AFB) (FE Warren) in Wyoming, Malmstrom AFB (Malmstrom) in Montana, and Minot AFB (Minot) in North Dakota and in the missile fields across five states. The SEIS will analyze potential environmental impacts associated with changes to the Proposed Action analyzed in the 2023 EIS. The "Sentinel Weapon System Program" ("Sentinel Program" from this point forward) addressed in the 2023 EIS and the May 2023 ROD was formerly known as the "GBSD." This SEIS is being prepared in accordance with the National Environmental Policy Act of 1969 (NEPA) (42 United States Code 4321 et seq.), as amended by

On August 4, 2026, First Student, Inc. (First Student), a noncarrier, filed an application seeking Board approval to acquire control of Autumn Transportation Inc. (Autumn) and Ambassador Wheelchair Services, Inc. (Ambassador) (collectively, the Target Carriers), through First Student's acquisition of all of the issued and outstanding capital stock of each entity. On September 23, 2026, EQT Infrastructure V Collect EUR SCSp and EQT Infrastructure V Collect USD SCSp, each a noncarrier acting by its manager EQT Fund Management S.[agrave] r.l., (collectively, EQT or the EQT Entities), filed a supplement to join First Student's application (EQT Supplement). First Student and EQT will be collectively referred to as Applicants. Also on September 23, 2026, First Student filed a supplement addressing the competitive conditions in the geographic area served by the Target Carriers (Competition Supplement). The Board is tentatively approving and authorizing the proposed acquisition of control. If no opposing comments are timely filed, this notice will be the final Board action.

Mortgage and Loan Insurance Programs Under the National Housing Act-Debenture Interest Rates

This Notice announces changes in the interest rates to be paid on debentures issued with respect to a loan or mortgage insured by the Federal Housing Administration under the provisions of the National Housing Act (the Act). The interest rate for debentures issued under Section 221(g)(4) of the Act during the 6-month period beginning July 1, 2026, is 4\1/2\ percent. The interest rate for debentures issued under any other provision of the Act is the rate in effect on the date that the commitment to insure the loan or mortgage was issued, or the date that the loan or mortgage was endorsed (or initially endorsed if there are two or more endorsements) for insurance, whichever rate is higher. The interest rate for debentures issued under these other provisions with respect to a loan or mortgage committed or endorsed during the 6-month period beginning July 1, 2026, is 5 percent.
