The Trade Policy Staff Committee (TPSC) is soliciting public comments on U.S. objectives and preparations for the upcoming meeting of the World Trade Organization (WTO) Ministerial Conference in Doha, Qatar, on November 9-13, 2001. Several subjects addressed in prior TPSC requests for public comments--agriculture, services, market access and the functioning of the WTO generally--continue to feature prominently in the WTO's work program, and will be included in the preparatory process for the Fourth Ministerial Conference. In addition, the agenda for the ministerial meeting, including whether to launch a round of multilateral trade negotiations, will be debated by WTO Members in the coming months. Currently, WTO Members have not reached a consensus on whether to launch a round of negotiations. The United States has signaled that it would be prepared to work toward a consensus among members to realize the launch of a round of negotiations in Doha. As part of the preparatory process, the TPSC is requesting comments so as to take into consideration the broadest range of views concerning the agenda of the meeting and the WTO's future work program. Request for Comments and Notice of Public Hearing Concerning the Annual Review of Country Eligibility for Benefits Under the African Growth and Opportunity Act for Calendar Year 2027

USTR is announcing the initiation of its 26th annual review of the eligibility of sub-Saharan African countries to receive the benefits of the current African Growth and Opportunity Act (AGOA), if reauthorized, for calendar year 2027. USTR is requesting written comments for this review and will conduct a public hearing on this matter. In developing its recommendations on AGOA country eligibility for calendar year 2027, USTR, in coordination with the AGOA Implementation Subcommittee of the Trade Policy Staff Committee (AGOA TPSC Subcommittee), will consider written comments, written testimony, and oral testimony.

Notice of Extended Deadline for Written Responses to the Initial Round of Comments About the Administration's Action Following a Determination of Import Injury With Regard to Quartz Surface Products (QSP)

On May 15, 2026, the Office of the United States Trade Representative (USTR), on behalf of the Trade Policy Staff Committee (TPSC), published in the Federal Register a process by which domestic producers, importers, exporters, and other interested parties may submit views and evidence on the appropriateness of the safeguard measure recommended by the United States International Trade Commission (USITC) with respect to its determination that quartz surface products (QSP) are being imported into the United States in such increased quantities as to be a substantial cause of serious injury, or the threat thereof, to the domestic industry producing an article that is like or directly competitive with the imported article. Because of technical difficulties associated with posting documents to the docket, USTR is extending the deadline for filing responses to the initial round of comments until June 10, 2026, at 5:00 p.m. EST. In addition, USTR is notifying interested parties of the start time for the public hearing.

Request for Comments and Public Hearing About the Administration's Action Following a Determination of Import Injury With Regard to Quartz Surface Products (QSP)

On April 1, 2026, the United States International Trade Commission (USITC) determined that quartz surface products (QSP) are being imported into the United States in such increased quantities as to be a substantial cause of serious injury, or the threat thereof, to the domestic industry producing an article that is like or directly competitive with the imported article. The Commissioners who voted in the affirmative are now conducting a process to recommend a safeguard measure for the President. The Office of the United States Trade Representative (USTR), on behalf of the Trade Policy Staff Committee (TPSC), is announcing a process so that, once the USITC makes its recommendation and issues its report to the President, domestic producers, importers, exporters, and other interested parties subsequently may submit their views and evidence on the appropriateness of the recommended safeguard measure. USTR also invites interested parties to participate in a public hearing regarding this matter.

Initiation of Section 301 Investigations: Acts, Policies, and Practices of Certain Economies Relating to Structural Excess Capacity and Production in Manufacturing Sectors

The United States Trade Representative (Trade Representative) has initiated investigations under Section 301 of the Trade Act of 1974 regarding the acts, policies, and practices of certain economies relating to structural excess capacity and production in certain manufacturing sectors. Key trading partners have developed production capacity untethered from the incentives of domestic and global demand. This excess capacity leads to, among others, overproduction and large or persistent trade surpluses, as well as underutilized and unused capacity, in manufacturing sectors. These investigations will focus on economies that appear to exhibit structural excess capacity and production in various manufacturing sectors, such as through large or persistent trade surpluses or underutilized or unused capacity: China, the European Union (EU), Singapore, Switzerland, Norway, Indonesia, Malaysia, Cambodia, Thailand, Korea, Vietnam, Taiwan, Bangladesh, Mexico, Japan, and India. The inter-agency Section 301 Committee is holding public hearings and seeking public comments in connection with these investigations.
