This rule makes final the proposed rule issued by the Department on May 10, 1996, which proposed changes to the Home Equity Conversion Mortgage (HECM) Insurance Demonstration, including technical and clarifying changes, to improve and streamline the program as a supplement to the changes made through the interim rule, published on August 16, 1995, and made final on December 21, 1995. This rule also makes further streamlining amendments.
