The Federal Trade Commission (the ``Commission'') proposes to commence a rulemaking proceeding to amend its Trade Regulation Rule on Care Labeling of Textile Wearing Apparel and Certain Piece Goods, 16 CFR Part 423 (``the Care Labeling Rule'' or ``the Rule'').
