The Department of Commerce ("Department") is conducting the administrative review of the antidumping duty order on certain polyester staple fiber from the People's Republic of China ("PRC") for the period of review ("POR") June 1, 2010, through May 31, 2011. As discussed below, the Department preliminarily determines that Zhaoqing Tifo New Fibre Co., Ltd. ("Zhaoqing Tifo") did not sell subject merchandise in the United States at prices below the normal value ("NV"). If these preliminary results are adopted in our final results of review, the Department will instruct U.S. Customs and Border Protection ("CBP") to assess antidumping duties on entries of subject merchandise during the POR for which the importer-specific assessment rates are above de minimis.
