Résumé

To comply with the Paperwork Reduction Act of 1995 (PRA), the U.S. Geological Survey (USGS) is inviting comments on an information collection request (ICR) that we have sent to the Office of Management and Budget (OMB) for review and approval. The ICR concerns the paperwork requirements for the USA National Phenology Network--The Nature's Notebook Plant and Animal Observing Program. As required by the Paperwork Reduction Act (PRA) of 1995, and as part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to take this opportunity to comment on this ICR. This collection is scheduled to expire on January 31, 2013.

Notice of Intent To Prepare an Environmental Impact Statement for Production Site Development in the National Petroleum Reserve in Alaska

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Naval Petroleum Reserves Production Act of 1976, as amended (NPRPA), the Bureau of Land Management (BLM) Alaska State Office intends to prepare an Environmental Impact Statement (EIS) to evaluate the environmental effects of a rulemaking that the BLM expects to initiate to streamline the authorization of the construction and operation of qualifying production sites and authorization of associated rights-of-way in the National Petroleum Reserve in Alaska (NPR-A). The rulemaking will establish pre-defined criteria for defined and repeatable common activities with similar environmental effects that, when met by an applicant, will result in streamlined permitting for qualifying production sites. By this notice, the BLM announces the beginning of the scoping process to solicit public comments and identify issues.

Endangered and Threatened Wildlife and Plants; Enhancement of Survival Permit Application; Conservation Benefit Agreement for the Greenback Cutthroat Trout; Colorado

We, the U.S. Fish and Wildlife Service (Service), are announcing the availability of documents supporting Colorado Parks and Wildlife's (CPW) application for an enhancement of survival permit (permit) for the greenback cutthroat trout (Oncorhynchus clarkii stomias, GBCT) under the Endangered Species Act of 1973, as amended. CPW's permit application includes a programmatic conservation benefit agreement (CBA) for the GBCT, which would enable CPW and nonfederal landowners to implement conservation measures for the species. The documents available for review and comment are the applicant's CBA and our draft environmental action statement and low-effect screening form, which support a categorical exclusion under the National Environmental Policy Act. We invite comments from the public and Federal, Tribal, State, and local governments.
