Based on a review of safety and security zones around critical infrastructure in the Chicago area, the Captain of the Port Sector Lake Michigan has determined that to better protect such infrastructure, while also mitigating burdens on waterway users, it is necessary to amend the Lake Michigan at Chicago Harbor & Burnham Park Harbor--Safety and Security Zone regulation and the Security Zones; Captain of the Port Lake Michigan regulation. Specifically, the Coast Guard is amending these two regulations to reduce the size of an existing security zone, disestablish another security zone, and create three new security zones.

Safety Zones; Annual Events Requiring Safety Zones in the Captain of the Port Lake Michigan Zone

The Coast Guard will enforce the safety zone for Events at Lakeshore State Park, Milwaukee, WI, on a portion of Lake Michigan in Milwaukee, WI, for a series of dates in June, July, and August 2026. This action is intended to protect personnel, vessels, and the marine environment from potential hazards created by multiple fireworks and drone shows. The Coast Guard amends the regulations establishing safety zones for annual fireworks displays in the Captain of the Port Zone Columbia River. Safety Zone; Sector Mobile Annual and Recurring Safety Zones

The Coast Guard is proposing to revise its regulations for permanent safety zones in the Coast Guard Sector Mobile Captain of the Port Zone, 33 CFR 165.801 Table 7, to update the current list with revisions and additional events. The proposed safety zones are necessary to protect event participants, waterway users, and vessels from the potential hazards associated with these recurring events. This proposed rulemaking would prohibit persons from being in the proposed safety zones without permission from the Captain of the Port (COTP) or the COTP's designated representative. Safety Zones; Annual Events in the Captain of the Port Eastern Great Lakes Zone

The Coast Guard will enforce multiple safety zones located in federal regulations for recurring marine events taking place in June and July 2026 to provide for the safety of life on navigable waterways during these events. Our regulation for marine events within the Coast Guard Great Lakes District identifies the regulated areas for these events. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Captain of the Port Eastern Great Lakes or a designated representative.
