Notice is hereby given, in accordance with Public Laws 92-463 and 94-579, that the California Desert District Advisory Council (DAC) to the Bureau of Land Management (BLM), U.S. Department of the Interior, will meet in formal session on Saturday, Sept. 10, 2011, from 8 a.m. to 5 p.m. at the Hampton Inn & Suites, 2710 Lenwood Rd., Barstow, CA 92311. There will be a field trip on Friday, Sept. 9, that will include Sawtooth Canyon Campground and El Mirage Dry Lake Off- Highway Vehicle Area. Field trip details will be posted on the DAC web page, http://www.blm.gov/ca/st/en/info/rac/dac.html, when finalized. Agenda topics for the Saturday meeting will include recreation fees, as well as updates by council members, the BLM California Desert District manager, five field office managers, council subgroups, and renewable energy. Final agenda items will be posted on the DAC web page listed above.

Notice of Intent To Prepare an Environmental Impact Statement for Production Site Development in the National Petroleum Reserve in Alaska

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Naval Petroleum Reserves Production Act of 1976, as amended (NPRPA), the Bureau of Land Management (BLM) Alaska State Office intends to prepare an Environmental Impact Statement (EIS) to evaluate the environmental effects of a rulemaking that the BLM expects to initiate to streamline the authorization of the construction and operation of qualifying production sites and authorization of associated rights-of-way in the National Petroleum Reserve in Alaska (NPR-A). The rulemaking will establish pre-defined criteria for defined and repeatable common activities with similar environmental effects that, when met by an applicant, will result in streamlined permitting for qualifying production sites. By this notice, the BLM announces the beginning of the scoping process to solicit public comments and identify issues.

National Wildlife Refuge System; 2026-2027 Station-Specific Hunting and Sport Fishing Regulations

We, the U.S. Fish and Wildlife Service (Service), propose to open or expand hunting opportunities on 111 field stations, including 107 units of the National Wildlife Refuges System (Refuge System or NWRS) and 4 units of the National Fish Hatchery System (Hatchery System or NFHS). This includes opening hunting or sport fishing opportunities for the first time on 14 National Wildlife Refuges (NWR) and 3 National Fish Hatcheries (NFH). The proposed actions will open or expand more than 1,450 opportunities for hunting and fishing across the NWRS and NFHS. In accordance with Secretary's Order 3447 and Director's Order 233, we also propose to make changes to existing station-specific regulations in order to improve the clarity and accuracy of regulations, reduce the regulatory burden on the public, ensure consistency across FWS lands and waters, and comply with a Presidential mandate for plain-language standards.
