Résumé

The United Nations Working Party on Automated/Autonomous and Connected Vehicles (GRVA), under the World Forum for the Harmonization of Vehicle Regulations (WP.29) at United Nations Economic Commission for Europe (UNECE), has proposed a draft Global Technical Regulation (GTR) for Automated Driving Systems (ADS). NHTSA is seeking public comment on the draft GTR to help inform the U.S. government's position, including how that position could relate to any future domestic actions regarding the safety and performance of Automated Driving Systems. With this notice, NHTSA is announcing a 15-day extension of the public comment period for this request for comment.

Zoox-Receipt of Application for Temporary Exemption From Various Requirements of the Federal Motor Vehicle Safety Standards for an Automated Driving System-Equipped Vehicle; Request for Comment

Zoox, Inc. ("Zoox") has petitioned NHTSA for a temporary exemption from certain requirements in eight Federal Motor Vehicle Safety Standards (FMVSS) applicable to its passenger car equipped with an automated driving system (ADS). Specifically, Zoox seeks exemption from portions of FMVSS No. 103, Windshield defrosting and defogging systems; FMVSS No. 104, Windshield wiping and washing systems; FMVSS No. 108, Lamps, reflective devices, and associated equipment; FMVSS No. 111, Rear visibility; FMVSS No. 135, Light vehicle brake systems; FMVSS No. 201, Occupant protection in interior impact; FMVSS No. 205, Glazing materials; and FMVSS No. 208, Occupant crash protection. NHTSA is publishing this document in accordance with statutory and administrative provisions and seeks comment on the merits of Zoox's exemption application and on potential terms and conditions that should be applied to a temporary exemption if granted. After receiving and considering public comments, NHTSA will make a decision on the merits of the application and will publish a notice in the Federal Register setting forth NHTSA's reasoning for either granting or denying the petition.

Agency Information Collection Activities; Submission to the Office of Management and Budget for Review and Approval; Request for Comment; Event Data Recorders

In compliance with the Paperwork Reduction Act of 1995 (PRA), this notice announces that the Information Collection Request (ICR) summarized below will be submitted to the Office of Management and Budget (OMB) for review and approval. The ICR describes the nature of the information collection and its expected burden. NHTSA seeks comment on a reinstatement of a previously approved information collection regarding event data recorders (EDRs). EDRs are devices voluntarily equipped in vehicles that record technical data related to vehicle operation and safety system performance. A Federal Register Notice with a 60-day comment period soliciting comments on this information collection was published on July 22, 2025. NHTSA received one public comment that was not relevant to the information collection request.

Federal Motor Vehicle Safety Standards; Modernization of FMVSS No. 103 and FMVSS No. 104 To Accommodate ADS-Equipped Vehicles; Incorporation by Reference

NHTSA is proposing to amend Federal Motor Vehicle Safety Standards (FMVSS) No. 103, "Windshield defrosting and defogging systems," and FMVSS No. 104, "Windshield wiping and washing systems." The proposed modifications would except vehicles equipped with Automated Driving Systems (ADS) that do not have manually operated driving controls from these standards. This rulemaking would remove unnecessary regulatory burdens and costs associated with systems intended to provide visibility for a person driving the vehicle. As these systems do not fulfill the same safety need on an ADS-equipped vehicle without manually operated driving controls, the proposed changes are not expected to have adverse safety effects. Manufacturers may still provide these systems if they choose to do so. These actions are part of a larger NHTSA effort to address vehicle automation in the agency's regulations. This proposal would also harmonize FMVSS Nos. 103 and 104 with current industry standards through incorporations by reference.

Agency Information Collection Activities; Notice and Request for Comment; Incident Reporting for Automated Driving Systems (ADS) and Level 2 Advanced Driver Assistance Systems (ADAS)

NHTSA invites public comments about our intention to request approval from the Office of Management and Budget (OMB) for an extension of a currently approved information collection with modifications. Before a Federal agency can collect certain information from the public, it must receive approval from OMB. Under procedures established by the Paperwork Reduction Act of 1995, before seeking OMB approval, Federal agencies must solicit public comment on proposed collections of information, including extensions and reinstatements of previously approved collections. This document describes NHTSA's information collection for incident reporting requirements for Automated Driving Systems (ADS) and Level 2 Advanced Driver Assistance Systems (ADAS). NHTSA previously requested and received a three-year approval of this information collection. NHTSA now requests OMB's approval for a three-year extension of this currently approved information collection with modifications. These modifications streamlined reporting requirements to reduce burdens compared to the prior version of this information collection and sharpening the focus on safety critical information.

The National Highway Traffic Safety Administration (NHTSA) invites public comments about our intention to request the Office of Management and Budget (OMB) approval to reinstate with modification an information collection. Before a Federal agency can collect certain information from the public, it must receive approval from OMB. Under procedures established by the Paperwork Reduction Act of 1995, before seeking OMB approval, Federal agencies must solicit public comment on proposed collections of information, including reinstatement and modification of previously approved collections. This document describes a collection of labeling information on nine Federal Motor Vehicle Safety Standards (FMVSS) for which NHTSA intends to seek OMB approval. The labeling requirements include brake fluid warning for vehicles with a GVWR greater than 3,500 kilograms (7,716 pounds), brake fluid warning for vehicles with a GVWR of 3,500 kilograms (7,716 pounds) or less, glazing labeling, air bag warning labels, seat belt labeling, compressed natural gas (CNG) vehicle fuel label, CNG fuel container labels, hydrogen fueled vehicle fueling label, and hydrogen fuel container labels.
