The U.S. Consumer Product Safety Commission (Commission or CPSC) is withdrawing its Final Guidance for Estimating Value per Statistical Life, published in the Federal Register on April 18, 2024. After further review, the Commission has determined that the methodology assigning a Value per Statistical Life (VSL) for individuals under 18 years of age at twice the VSL for adults creates significant legal, analytical, and policy issues. These issues include misalignment with prevailing federal guidance of VSL, methodological deficiencies in the supporting evidence, heightened litigation risk, and the appearance of improperly inflating benefits in order to support desired regulatory outcomes. The Commission is returning to its prior VSL methodology, which is consistent with methodologies used by other federal agencies, and committing to a process that is empirically supported, analytically rigorous, legally defensible, and publicly credible.

Agency Information Collection Activities; Extension of Collection; Safety Standard for Adult Portable Bed Rails

As required by the Paperwork Reduction Act of 1995 (PRA), the Consumer Product Safety Commission (CPSC or Commission) announces that the Commission has submitted to the Office of Management and Budget (OMB) a request for extension of approval of information collection requirements associated with the Safety Standard for Adult Portable Bed Rails. OMB previously approved the collection of information under control number 3041-0192. OMB's most recent extension of approval will expire on August 31, 2026. On April 24, 2026, CPSC published a notice in the Federal Register to announce the agency's intention to seek extension of approval of the collection of information. The Commission did not receive any public comments. Therefore, by publication of this notice, the Commission announces that CPSC has submitted to OMB a request for extension of approval of that collection of information.

Revocation of Obsolete Rules Regarding Infant Bouncer Seats and Stationary Activity Centers

The U.S. Consumer Product Safety Commission (Commission or CPSC) is reviewing its regulations to reduce regulatory burdens and costs. Pursuant to this review, CPSC has identified two rules concerning infant bouncer seats and stationary activity centers that are now obsolete because those products are subject to newer, more comprehensive mandatory safety standards issued by the Commission. This direct final rule removes the obsolete provisions to eliminate unnecessary duplication and improves regulatory clarity for manufacturers, testing laboratories, regulators, and the public. This action does not eliminate or reduce any mandatory federal safety standard applicable to infant bouncer seats or stationary activity centers. Both product categories will remain subject to the Commission's mandatory safety standards.
