In October 2019, the U.S. Consumer Product Safety Commission (CPSC or Commission) published an update to the consumer product safety standard for toddler beds under the Consumer Product Safety Improvement Act of 2008 (CPSIA). The standard incorporated by reference ASTM F1821- 19[epsiv]\1\, Standard Consumer Safety Specification for Toddler Beds, the voluntary standard for toddler beds that was in effect at the time. ASTM has now issued a revised standard, ASTM F1821-26. Consistent with the CPSIA, this direct final rule updates the mandatory standard to incorporate by reference ASTM's 2026 version of the voluntary standard.

Safety Standard for Full-Size Baby Cribs

In 2010, the U.S. Consumer Product Safety Commission (Commission or CPSC) published a consumer product safety standard for full-size baby cribs under section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA). The standard incorporated by reference ASTM F1169-10, Standard Consumer Safety Specification for Full-Size Baby Cribs, with modifications. In 2019, the standard was updated to incorporate by reference ASTM F1169-19. The CPSIA sets forth a process for updating mandatory standards for durable infant or toddler products that are based on a voluntary standard, when a voluntary standards organization revises the standard. Consistent with the CPSIA update process, this direct final rule updates the mandatory standard for full-size baby cribs to incorporate by reference ASTM's 2025 version of the voluntary standard.

Safety Standard for Portable Hook-On Chairs

In March 2016, the U.S. Consumer Product Safety Commission (CPSC or Commission) published a consumer product safety standard for portable hook-on chairs based on the ASTM voluntary standard for portable hook-on chairs. Currently, CPSC's mandatory standard incorporates by reference ASTM F1235-18, Standard Consumer Safety Specification for Portable Hook-on Chairs. The Consumer Product Safety Improvement Act of 2008 (CPSIA) sets forth a process for updating mandatory standards for durable infant or toddler products that are based on a voluntary standard, when a voluntary standards organization revises the standard. In January 2026, ASTM published a revised voluntary standard. This direct final rule updates the mandatory standard for portable hook-on chairs to incorporate by reference the 2025 version of ASTM F1235.

Safety Standard for Crib Mattresses

In 2022, the U.S. Consumer Product Safety Commission (CPSC) published a consumer product safety standard for crib mattresses under section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA). The CPSIA sets forth a process for updating mandatory standards for durable infant or toddler products that are based on a voluntary standard, when a voluntary standards organization revises the standard. Consistent with the CPSIA update process, this direct final rule updates the mandatory standard for crib mattresses to incorporate by reference ASTM's 2025 version of the voluntary standard, while maintaining certain modifications.

Safety Standard for Infant and Cradle Swings

In May 2024, the U.S. Consumer Product Safety Commission (CPSC or Commission) published an update to the consumer product safety standard for infant and cradle swings under the Consumer Product Safety Improvement Act of 2008 (CPSIA). The standard incorporated by reference ASTM F2088-24, Standard Consumer Safety Specification for Infant and Cradle Swings, the voluntary standard for infant and cradle swings that was in effect at the time. ASTM has now issued a revised standard, ASTM F2088-25. Consistent with the CPSIA, this direct final rule updates the mandatory standard to incorporate by reference ASTM's 2025 version of the voluntary standard.

Safety Standard for Gates and Enclosures

Notice of Availability and Request for Comment: Revision to the Voluntary Standard for Toddler Beds

The U.S. Consumer Product Safety Commission's (Commission or CPSC) mandatory rule, Safety Standard for Toddler Beds, incorporates by reference ASTM F1821-19[egr]\1\, Standard Consumer Safety Specification for Toddler Beds. ASTM notified the Commission that it has revised this incorporated voluntary standard. CPSC seeks comment on whether the revision improves the safety of toddler beds.
