Résumé

In December 2016, the U.S. Trade Representative initiated a proceeding to reinstate action against the European Union (EU) in order to exercise the WTO authorization to suspend concessions in connection with the dispute EC-Measures Concerning Meat and Meat Products. In light of successful negotiations with the EU to resolve U.S. concerns with the operation of the U.S.-EU Beef MOU, the U.S. Trade Representative has determined to conclude the proceeding with a determination not to reinstate action.

Notice of Determinations and Request for Comments Concerning Actions in Section 301 Investigations of Acts, Policies, and Practices of Various Economies Related to the Failure To Impose and Effectively Enforce a Prohibition on the Importation of Goods Produced With Forced Labor

On March 12, 2026, the United States Trade Representative (Trade Representative) initiated 60 investigations related to the failure of various economies to impose and effectively enforce a prohibition on the importation of goods produced with forced labor. The Trade Representative has determined that 54 of the investigated economies have failed to impose and effectively enforce a forced labor import prohibition. The Trade Representative has determined that six of the investigated economies have failed to effectively enforce a forced labor import prohibition. The Trade Representative has determined that the failure of each of the investigated economies to impose and effectively enforce a force labor import prohibition is unreasonable and burdens or restricts U.S. commerce. As a result of the findings in each investigation, the Trade Representative proposes that appropriate action includes additional duties on all products of the investigated economies, except as provided in Annex A to this Notice. Initiation of Section 301 Investigations: Acts, Policies, and Practices of Certain Economies Relating to Structural Excess Capacity and Production in Manufacturing Sectors

The United States Trade Representative (Trade Representative) has initiated investigations under Section 301 of the Trade Act of 1974 regarding the acts, policies, and practices of certain economies relating to structural excess capacity and production in certain manufacturing sectors. Key trading partners have developed production capacity untethered from the incentives of domestic and global demand. This excess capacity leads to, among others, overproduction and large or persistent trade surpluses, as well as underutilized and unused capacity, in manufacturing sectors. These investigations will focus on economies that appear to exhibit structural excess capacity and production in various manufacturing sectors, such as through large or persistent trade surpluses or underutilized or unused capacity: China, the European Union (EU), Singapore, Switzerland, Norway, Indonesia, Malaysia, Cambodia, Thailand, Korea, Vietnam, Taiwan, Bangladesh, Mexico, Japan, and India. Notice of Extended Deadline for Written Responses to the Initial Round of Comments About the Administration's Action Following a Determination of Import Injury With Regard to Quartz Surface Products (QSP)

On May 15, 2026, the Office of the United States Trade Representative (USTR), on behalf of the Trade Policy Staff Committee (TPSC), published in the Federal Register a process by which domestic producers, importers, exporters, and other interested parties may submit views and evidence on the appropriateness of the safeguard measure recommended by the United States International Trade Commission (USITC) with respect to its determination that quartz surface products (QSP) are being imported into the United States in such increased quantities as to be a substantial cause of serious injury, or the threat thereof, to the domestic industry producing an article that is like or directly competitive with the imported article. Because of technical difficulties associated with posting documents to the docket, USTR is extending the deadline for filing responses to the initial round of comments until June 10, 2026, at 5:00 p.m. EST. In addition, USTR is notifying interested parties of the start time for the public hearing.

Request for Comments and Public Hearing About the Administration's Action Following a Determination of Import Injury With Regard to Quartz Surface Products (QSP)

On April 1, 2026, the United States International Trade Commission (USITC) determined that quartz surface products (QSP) are being imported into the United States in such increased quantities as to be a substantial cause of serious injury, or the threat thereof, to the domestic industry producing an article that is like or directly competitive with the imported article. The Commissioners who voted in the affirmative are now conducting a process to recommend a safeguard measure for the President. The Office of the United States Trade Representative (USTR), on behalf of the Trade Policy Staff Committee (TPSC), is announcing a process so that, once the USITC makes its recommendation and issues its report to the President, domestic producers, importers, exporters, and other interested parties subsequently may submit their views and evidence on the appropriateness of the recommended safeguard measure. USTR also invites interested parties to participate in a public hearing regarding this matter.
