Résumé
In response to a request from International Steel Group Inc. (International Steel), a domestic producer of subject merchandise, the Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on certain cut-to-length carbon- quality steel plate (CTL plate) from Japan. The period of review (POR) is February 1, 2003, through January 31, 2004. For the reasons discussed below, we are rescinding this administrative review.
