Résumé

Pursuant to Section (102)(2)(c) of the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. 4332 (2) (c)), as implemented by the Council on Environmental Quality Regulations (40 CFR parts 1500- 1508), and the California Environmental Quality Act (CEQA) (PRC 21000 et seq.), as implemented by the California State CEQA Guidelines (14 CCR 15000-15387), the Department of the Navy, Marine Corps Base Camp Pendleton (MCB Camp Pendleton); the Bureau of Reclamation (Reclamation); and the Fallbrook Public Utility District (Fallbrook) intend to prepare an environmental impact statement/environmental impact report (EIS/EIR) and conduct associated public scoping meetings for the proposed Santa Margarita River Conjunctive Use Project. Three public meetings will be held to collect scoping comments. The public and agencies are invited to attend and provide comments.

Notice of Intent To Prepare an Environmental Impact Statement for Production Site Development in the National Petroleum Reserve in Alaska

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Naval Petroleum Reserves Production Act of 1976, as amended (NPRPA), the Bureau of Land Management (BLM) Alaska State Office intends to prepare an Environmental Impact Statement (EIS) to evaluate the environmental effects of a rulemaking that the BLM expects to initiate to streamline the authorization of the construction and operation of qualifying production sites and authorization of associated rights-of-way in the National Petroleum Reserve in Alaska (NPR-A). The rulemaking will establish pre-defined criteria for defined and repeatable common activities with similar environmental effects that, when met by an applicant, will result in streamlined permitting for qualifying production sites. By this notice, the BLM announces the beginning of the scoping process to solicit public comments and identify issues.

Endangered and Threatened Wildlife and Plants; Enhancement of Survival Permit Application; Conservation Benefit Agreement for the Greenback Cutthroat Trout; Colorado

We, the U.S. Fish and Wildlife Service (Service), are announcing the availability of documents supporting Colorado Parks and Wildlife's (CPW) application for an enhancement of survival permit (permit) for the greenback cutthroat trout (Oncorhynchus clarkii stomias, GBCT) under the Endangered Species Act of 1973, as amended. CPW's permit application includes a programmatic conservation benefit agreement (CBA) for the GBCT, which would enable CPW and nonfederal landowners to implement conservation measures for the species. The documents available for review and comment are the applicant's CBA and our draft environmental action statement and low-effect screening form, which support a categorical exclusion under the National Environmental Policy Act. We invite comments from the public and Federal, Tribal, State, and local governments.
