Résumé

Our safety standard on lamps, reflective devices, and associated equipment specifies performance requirements intended to reduce the incidence of vehicle crashes by providing adequate illumination of the roadway and by enhancing motor vehicle conspicuity in daylight, darkness, and other conditions of reduced visibility. As a result of various safety initiatives and technological advances in vehicle lighting, numerous amendments to the regulatory text have left the standard unwieldy and unnecessarily complicated. In addition, the standard's provisions have been interpreted frequently by the agency over the past several decades in response to interpretation request letters. This document proposes to amend the standard by reorganizing the regulatory text so that it provides a more straight-forward and logical presentation of the applicable regulatory requirements, which includes the agency's interpretation of the existing requirements. This proposal would not impose any new substantive requirements on manufacturers.

Zoox-Receipt of Application for Temporary Exemption From Various Requirements of the Federal Motor Vehicle Safety Standards for an Automated Driving System-Equipped Vehicle; Request for Comment

Zoox, Inc. ("Zoox") has petitioned NHTSA for a temporary exemption from certain requirements in eight Federal Motor Vehicle Safety Standards (FMVSS) applicable to its passenger car equipped with an automated driving system (ADS). Specifically, Zoox seeks exemption from portions of FMVSS No. 103, Windshield defrosting and defogging systems; FMVSS No. 104, Windshield wiping and washing systems; FMVSS No. 108, Lamps, reflective devices, and associated equipment; FMVSS No. 111, Rear visibility; FMVSS No. 135, Light vehicle brake systems; FMVSS No. 201, Occupant protection in interior impact; FMVSS No. 205, Glazing materials; and FMVSS No. 208, Occupant crash protection. NHTSA is publishing this document in accordance with statutory and administrative provisions and seeks comment on the merits of Zoox's exemption application and on potential terms and conditions that should be applied to a temporary exemption if granted. After receiving and considering public comments, NHTSA will make a decision on the merits of the application and will publish a notice in the Federal Register setting forth NHTSA's reasoning for either granting or denying the petition.

Federal Motor Vehicle Safety Standards; Occupant Crash Protection, Seat Belt Reminder Systems

This interim final rule amends the seat belt warning requirements in Federal Motor Vehicle Safety Standard (FMVSS) No. 208, "Occupant crash protection" in response to petitions for reconsideration of the January 2025 final rule. This interim final rule delays the compliance dates and makes technical clarifications to the regulatory text. NHTSA denies the remainder of the requests. Though these amendments are effective immediately, to benefit from comments interested parties and the public may have, NHTSA requests that any comments be submitted to the docket for this rule. Following the close of the comment period, NHTSA will publish a final rule responding to any comments received and making any appropriate changes to the interim final rule.

Federal Motor Vehicle Safety Standards; Modernization of FMVSS No. 103 and FMVSS No. 104 To Accommodate ADS-Equipped Vehicles; Incorporation by Reference

NHTSA is proposing to amend Federal Motor Vehicle Safety Standards (FMVSS) No. 103, "Windshield defrosting and defogging systems," and FMVSS No. 104, "Windshield wiping and washing systems." The proposed modifications would except vehicles equipped with Automated Driving Systems (ADS) that do not have manually operated driving controls from these standards. This rulemaking would remove unnecessary regulatory burdens and costs associated with systems intended to provide visibility for a person driving the vehicle. As these systems do not fulfill the same safety need on an ADS-equipped vehicle without manually operated driving controls, the proposed changes are not expected to have adverse safety effects. Manufacturers may still provide these systems if they choose to do so. These actions are part of a larger NHTSA effort to address vehicle automation in the agency's regulations. This proposal would also harmonize FMVSS Nos. 103 and 104 with current industry standards through incorporations by reference.

Federal Motor Vehicle Safety Standards; Modernization of FMVSS No. 102 To Accommodate ADS-Equipped Vehicles

NHTSA is proposing to amend Federal Motor Vehicle Safety Standard (FMVSS) No. 102, "Transmission shift position sequence, starter interlock, and transmission braking effect." The proposed modification would except vehicles equipped with Automated Driving Systems (ADS) that do not have manually operated driving controls from the requirement for a transmission shift position display. This rulemaking would remove unnecessary regulatory burdens and costs associated with a display designed to aid a person driving the vehicle. As the transmission shift position display does not fulfill the same safety need in an ADS-equipped vehicle without manually operated driving controls, the amendment will not impact vehicle safety. This action is part of a larger NHTSA effort to address vehicle automation in the agency's regulations.

Agency Information Collection Activities; Notice and Request for Comment; Consolidated Labeling Requirements for Motor Vehicles (Except the VIN)

The National Highway Traffic Safety Administration (NHTSA) invites public comments about our intention to request the Office of Management and Budget (OMB) approval to reinstate with modification an information collection. Before a Federal agency can collect certain information from the public, it must receive approval from OMB. Under procedures established by the Paperwork Reduction Act of 1995, before seeking OMB approval, Federal agencies must solicit public comment on proposed collections of information, including reinstatement and modification of previously approved collections. This document describes a collection of labeling information on nine Federal Motor Vehicle Safety Standards (FMVSS) for which NHTSA intends to seek OMB approval. The labeling requirements include brake fluid warning for vehicles with a GVWR greater than 3,500 kilograms (7,716 pounds), brake fluid warning for vehicles with a GVWR of 3,500 kilograms (7,716 pounds) or less, glazing labeling, air bag warning labels, seat belt labeling, compressed natural gas (CNG) vehicle fuel label, CNG fuel container labels, hydrogen fueled vehicle fueling label, and hydrogen fuel container labels. Federal Motor Vehicle Safety Standards; Modernization of FMVSS No. 110 To Accommodate ADS-Equipped Vehicles

NHTSA is proposing to amend Federal Motor Vehicle Safety Standard (FMVSS) No. 110, "Tire selection and rims and motor home/ recreation vehicle trailer load carrying capacity information for motor vehicles with a GVWR of 4,536 kilograms (10,000 pounds) or less." The proposed modification would amend a single section of the standard to enable compliance by affixing the required placard on the left side of the vehicle when there is not a "driver's side" for vehicles equipped with Automated Driving Systems (ADS) that do not have manually operated driving controls. This rulemaking would allow flexibility in complying with the standard without detriment to vehicle safety. This action is part of a larger NHTSA effort to address vehicle automation in the agency's regulations.
