Résumé

This proposed rule amends NASA's Grant and Cooperative Agreement Handbook by revising Section D, Cooperative Agreements with Commercial Firms, to clarify current management policies, incorporate process improvements, conform with recent changes in legislation, and institute risk management as part of source selection. This proposed rule also implements Section 319, Buy American Encouragement, of Public Law 106-391, NASA Authorization Act of 2000.
