The Nuclear Regulatory Commission (NRC) is confirming the effective date of December 26, 2000, for the direct final rule that appeared in the Federal Register of October 11, 2000 (65 FR 60339). This direct final rule amended the NRC's regulations on the HI-STAR 100 cask system in seven areas and includes changes to the Certificate of Compliance and Technical Specifications. The seven areas involve: revision of the existing fuel specification tables; addition of pressurized water reactor Burnable Poison Rod Assemblies and Thimble Plug Devices; addition of two new classes of fuel to the fuel specification tables; addition of a new damaged fuel container; addition of thoria rods in canisters; addition of antimony-beryllium neutron sources [i.e., reactor startup sources], and clarifications, editorial corrections, and other minor changes to cask design information and drawings. In addition, the amendment includes two minor changes to HI-STAR 100 listing in the regulations. This document confirms the effective date.

List of Approved Spent Fuel Storage Casks: TN Americas, LLC Standardized NUHOMS® Horizontal Modular Storage System for Irradiated Nuclear Fuel, Certificate of Compliance No. 1004, Renewed Amendment No. 19

The U.S. Nuclear Regulatory Commission (NRC) is amending its spent fuel storage regulations by revising the TN Americas, LLC Standardized NUHOMS[supreg] Horizontal Modular Storage System for Irradiated Nuclear Fuel listing within the "List of approved spent fuel storage casks" to include Amendment No. 19 to Certificate of Compliance (CoC) No. 1004. Amendment No. 19 revises the certificate of compliance to provide for a 61BTH improved basket design using staggered plates similar the 24PTH Type 3 basket approved in CoC 1004 Amendment 18 and similar to the EOS 37PTH and 89BTH baskets approved in CoC 1042. This will simplify construction, reduce weight and improve fabricability. Additional changes are proposed to address editorial corrections, consistency, and terminology clarifications. The NRC is referring to this amendment as "Renewed Amendment No. 19" because it was submitted after the renewal of the TN Americas, LLC Standardized NUHOMS Horizontal Modular Storage System for Irradiated Nuclear Fuel Certificate of Compliance No. 1004 and, therefore, subject to the Aging Management Program requirements of the renewed certificate.

The application seeks NRC approval of the direct transfer of Renewed Facility Operating License Nos. DPR-71 and DPR-62 for Brunswick Steam Electric Plant, Units 1 and 2, respectively; Renewed Facility Operating License No. NPF-63 for Shearon Harris Nuclear Power Plant, Unit 1; Subsequent Renewed Facility Operating License No. DPR-23 for H.B. Robinson Steam Electric Plant, Unit 2; and Renewed Materials License No. SNM-2502 for the H.B. Robinson Steam Electric Plant, Unit 2 Independent Spent Fuel Storage Installation, currently held by DEP, to DEC and issuance of conforming license amendments.

(Dominion Energy), Virginia Electric and Power Company (VEPCO), Dominion Energy Nuclear Connecticut (DENC), and Dominion Energy South Carolina, Inc. (DESC) (collectively the Applicants) on July 15, 2026. The application seeks NRC approval of the indirect transfer of the facility operating licenses, materials licenses, and general licenses for Surry Power Station, Unit Nos. 1 and 2 (Surry); North Anna Power Station, Unit Nos. 1 and 2 (North Anna); Virgil C. Summer Nuclear Station, Unit 1 (V.C. Summer); and Millstone Power Station, Units 1, 2, & 3 (Millstone); as well as the combined license for North Anna Unit 3; and the North Anna Early Site Permit. The application contains sensitive unclassified non-safeguards information (SUNSI).

Arizona Public Service Company; Palo Verde Nuclear Generating Station, Units 1, 2, and 3; Indirect Transfer of Control of Licenses

The U.S. Nuclear Regulatory Commission (NRC, the Commission) is issuing an order approving the application dated April 24, 2026, filed by Arizona Public Service Company (APS), on behalf of Public Service Company of New Mexico (PNM), Troy ParentCo LLC (Troy ParentCo), and their corporate affiliates (together, Applicants). The application sought NRC consent to the indirect transfer of control of PNM's co- ownership of the Renewed Facility Operating License Nos. NPF-41, NPF- 51, and NPF-74 for the Palo Verde Nuclear Generating Station (Palo Verde), Units 1, 2, and 3, respectively, as well as the associated general license for the Palo Verde Independent Spent Fuel Storage Installation (ISFSI) (together, the facility). No physical changes or operational changes to the facility were proposed in the application.

Virginia Electric and Power Company, (Doing Business as Dominion Energy Virginia); North Anna Site; Early Site Permit Renewal Application

The U.S. Nuclear Regulatory Commission (NRC or Commission) is considering an application for the renewal of Early Site Permit (ESP) No. ESP-003, which allows Virginia Electric and Power Company (doing business as Dominion Energy Virginia) to reference ESP-003 in an application for a construction permit (CP) or combined license (COL) at the North Anna ESP site during the period ESP-003 remains valid. The renewed permit, if approved, would extend the expiration date by an additional 20 years beyond the period specified in the current permit. The location for the North Anna ESP site is in Louisa County, Virginia, and the current ESP-003 expires on November 27, 2027. This notice provides the public an opportunity to request a hearing and petition for leave to intervene with respect to the renewal application.

SMR, LLC; Palisades SMR, LLC; Pioneer Units 1 and 2; Environmental Assessment and Finding of No Significant Impact

The U.S. Nuclear Regulatory Commission (NRC) is issuing an environmental assessment (EA) and finding of no significant impact (FONSI) for an exemption requested by SMR, LLC on behalf of Palisades SMR, LLC (Palisades SMR), associated with certain excavation support activities for the proposed dual-unit SMR-300 plant, Pioneer Units 1 and 2, at the Palisades Energy Center in Covert, Michigan. Specifically, Palisades SMR is requesting an exemption, pursuant to NRC regulations, to allow for construction of support of excavation (SOE) walls during SMR-300 excavation and prior to issuance of a Limited Work Authorization (LWA), if approved. Based on the analyses presented in the EA, the NRC staff determined that there would be no significant environmental impacts associated with granting the requested exemption.
