This Public Notice announces the auction and procedures governing the auction of licenses for Fixed, Mobile, and Broadcasting service in the 747-762 and 777-792 MHz bands (``Auction No. 31''), scheduled to commence on May 10, 2000. As discussed in greater detail herein, Auction No. 31 will be composed of 12 licenses in 747-762 and 777-792 MHz bands. One 20 megahertz license (consisting of paired 10 megahertz blocks) and one 10 megahertz license (consisting of paired 5 megahertz blocks) will be offered in each of six regions to be known as the 700 MHz band economic area groupings (``700 MHz band EAGs'').
