NMFS proposes specifications for 1998 for summer flounder, scup, and black sea bass. The implementing regulations for these fisheries require NMFS to publish specifications for the upcoming fishing year and to provide an opportunity for public comment. The intent of these measures is to reduce fishing effort on summer flounder, scup, and black sea bass and to continue rebuilding stock abundance of these species.
