This notice implements 33 CFR 100.509 for the New Year's Eve Fireworks Display, to be held at Penns Landing, in the Delaware River, Philadelphia, Pennsylvania on December 31, 1996. These special local regulations are needed to control vessel traffic in the vicinity of Penns Landing due to the confined nature of the waterway and expected vessel congestion during the event.
